Choose Timer or Stopwatch.
For the timer, set hours, minutes and seconds (or pick a preset), then start. For the stopwatch, press Start and use Lap to record laps.

This tool always calculates from the difference in the system clock rather than counting ticks, so the result stays exact even when the tab isn’t in view.
